Copy-on-write a skill (specs/multi-tenancy/v0.1 Phase 3, mirrors
`put_spec`). Body is the raw markdown. A GLOBAL admin writes the platform-wide
skill overlay; a tenant admin publishes into its own tenant's skill library
(shadows the baked tree for that tenant only). On-disk presence is the source
of truth — no versions.json bump needed (it is enumerated).
