Resolve a missing capability to the best resolution strategy. The ranking
encodes the architecture: reuse an existing event > extend an adapter that
already integrates the source > build a new adapter > loop_fetch (anti-pattern);
a credential the agent can't mint → escalate to a human (the leaf).
