The VAT figures from the Gutschriften (SB-) of a period (`YYYY-MM`, `YYYY-Qn` or `YYYY`, on the
Europe/Berlin calendar) for the VAT pre-return (#906, #922): per seller VAT status — Σ net, Σ input
VAT (19 % on top for DE sellers taxed normally), Σ § 13b (1) and § 13b (2) base and tax,
Σ § 19 amounts — and EUR figures per row and in total (`POST /reports/fx-rates` records the rate
of a non-EUR currency). `format=csv` returns one row per document.
