Fulfil a pending checkout WITHOUT Stripe, by faithfully replaying the webhook path
(`billing.webhook`): a one-time buy → `_fulfil` + `mark_fulfilled`; a subscription →
`link_subscription` + `_fulfil_subscription`. The subscribe branch deliberately mirrors
the current code (which never calls `mark_fulfilled`), so S2 reproduces the stuck-`pending`
bug rather than papering over it.
