`DELETE /providers/connections/{conn_id}`

Remove the connection record. Its key secret is left in the vault (delete it by name under
Vault if it is no longer needed). 409 while the stored routing table still uses it, unless
`force=1` — the router keeps serving the last published expansion until a re-publish.
