Server-to-server, called by the board's gateway: `{code}` → a board JWT (`aud: world-sim`,
`ws_instance`, `ws_use: board`, 10 min). The code is the credential: single-use, 60 s, bound to
one instance; the instance must still be the code issuer's and running. Unavailable (404) while
per-instance tokens are off; rate-limited per client address.
