`GET /memory/collections/{cid}/releases`

Published-version history — each release with level, changelog, member diff, deprecated flag.
Registered BEFORE the `{version}` route so `releases` isn't captured as a version name.
Anonymous-readable for a PUBLIC collection only (UX-02); a non-member of the owning tenant gets
404 for staging/private and never sees the sign-off name (`by`). `?t=` names the item tenant.
