`POST /marketplace/royalties/payout`

Record owed balances as settled out-of-band (v1: no Stripe Connect — no money moves
here). Emits an idempotent `marketplace.royalty.payout` marker per (author,currency); the
ledger folds it into `paid`, zeroing `owed`. Body: {dry_run?}. Returns the report, each row
with status `recorded_out_of_band` (or `dry_run`).

MKT-033: refused with 409 `lineage_payouts_disabled` while lineage payouts are off
(billing._LINEAGE_PAYOUTS_ENABLED, off since 2026-09-08) — the historical accruals stay
ledger history and are not paid.
