CONFIRM-ONLY: the analyst (or admin) confirms a build-on edge the author ALREADY DECLARED is
genuine (a real delta, not a copy). It cannot author a new edge — an undeclared, self-referential,
or phantom/private parent is rejected, so verify can't mint a royalty-bearing edge on its own. Only
verified edges accrue. The deriving collection's current version is pinned so a later MAJOR rewrite
invalidates the edge until re-verified. Body: {parent_id, parent_tenant?, parent_version?}.
