The declared/verified parents and the ACTIVE verified ancestor chain (edges made stale by a
major rewrite are excluded from ancestors and flagged `stale` on the parents), plus `built_on_by`
— the verified, current, public derivatives that build directly on it (P-03). Anonymous-readable
for a PUBLIC collection (UX-02): a non-member of the owning tenant gets 404 for staging/private,
and sees only parents that are themselves public, without who declared/verified them.
