Publish a table: validate (400 invalid_table with the same error shape), check
`if_version` (409 version_conflict), then write the grants the router producer lacks and the
secret. `dry_run: true` stops before writing. `preserve_inline_keys: true` keeps the stored
inline credential wherever the table carries the "***" placeholder.
