Self-serve, idempotent: give a logged-in human a FREE personal library. The library lives
on the APEX under their account — everything (/library/push, /library/sessions, resume) is
reached on the host they're already on; there is no subdomain to switch to. Returns just a
confirmation; clients push to the same origin they logged in on.
