#1311 follow-up (owner item 3): the bounded, READ-ONLY affected-tenant audit — every
soft-deleted / purged workspace with its deletion reason (`unknown` when none was stamped), when,
purged or not, ever billed or not, the billing evidence (subscription ids + local status,
fulfilled checkouts, €0-coupon subscriptions) and whether it can be restored. Sourced from the
registry tombstones, the erasure ledger and the billing store (collector/deletion_audit.py), never
from the event log. `limit` 1–200 (default 50), `cursor` from `next_cursor`; `reason` and
`ever_billed=true` filter. Ids only: the tenant id and the owner's user id.
