Operator: the adapter is loaded and routable under router model key `model` — the tenant's
panel may now offer it as an understudy / promotion target.

fleet-router #62: the fleet table's `models.<model>` is written with `owner` = the adapter's
training-data tenant (collector/flywheel_adapter_owner.py) BEFORE the run is marked served.
`entry` (optional) is the router target to add; without it the entry must already be in the fleet
table. No derivable single owner → 409, nothing written, the run stays trained. Any `owner` /
`tenant` the caller sends is never used.
