The tenant's own Data-Flywheel data. Default: the tenant's COPY (portability — also open in the
cancellation grace, WP-20), unchanged and marked `X-A4SX-Training-Gate: not-applied`.
`?purpose=training`: the harness P1 training gate is applied (collector/harness_policy.py,
`filter_corpus_tgz`) — this is the only export a training run may consume (runbook step 2). The
knowledge export has no classifiable records, so it refuses `purpose=training` (fail closed).
