Cross-tenant fleet enumeration (specs/multi-tenancy/v0.1 Phase 4) — the
executor's full-fleet source of truth. GLOBAL admin only: a normal tenant read
only ever sees its own `GET /fleet/specs`. Each spec is tagged with its
`tenant` so the executor can namespace container names + resolve secrets
per-tenant. Declared BEFORE `/fleet/specs/{name}` so `all` isn't read as a name.
