The caller tenant's router pay-per-use metrics for a calendar month
(default: the current month). Bytes are RAW in+out traffic through the fleet
router. Rows are scoped to the CALLER's own tenant (resolved from Host, never
caller-supplied) against the central ledger. `totals` carries the billable
overage math (1 GB free, then €0.10/GB).
