Create (or reuse) the seller's Stripe Express Connect account and return a hosted onboarding
link. EEA only; funds are HELD (no payouts until WS-H). Needs a completed profile and Stripe
Connect enabled on the platform (flag). Returns the seller to `/sell?connect=done|refresh#payouts`
on THEIR origin (UX-08: Payouts live on the Sell page).
