Which sign-in providers this host offers. `configured: false` is an explicit answer
("no provider is set up here"); a failure to READ the configuration is a 503, never a
200 with an empty list — the landing must be able to tell "no sign-in" from "can't reach
the server". Reachable during the startup warm-up (pure env read, see app.py).
