Top-up packs for AI citation checks, and this account's balance.

A top-up is a one-time purchase for when the month's checks run out: 500 checks for
$10 or 2,000 for $36 (`packs` is the live list). Top-up checks are spent only after
the plan's monthly allowance, do not reset on the 1st, and expire 12 months after
purchase. `can_buy` is false on the free tier, which cannot run citation checks.
