Full-page editor for a host's config.yaml (owner-only).

Renders the current YAML into an editable page. This GET only *shows*
the editor; the actual write is a separate POST that requires the arm
token. If the host is offline or lacks the self-edit tools, we fall
back to the read-only config page rather than showing a dead editor.
