`POST /admin/api/hosts/{host_id}/enable`

Admin-initiated enable. Idempotent: enabling an already-enabled host
returns ok with was_disabled=False.

Note: this enables ANY disabled host, including ones the OWNER themselves
disabled. That's intentional — the admin has policy override. The audit
log captures both who disabled and who enabled, so the trail is intact.
