  - `recipient_bundle` string, required: The requester's packed bundle v2, base64url: the answer's key is wrapped to it.
  - `label` string, required: Who asks: the agent's name, shown to the person.
  - `what` string, required: What is asked for.
  - `where_url` string, nullable: https page where the secret is created.
  - `kind` 'secret' | 'file' | 'any' | 'pair' | 'device'
  - `ttl_seconds` integer
  - `to` string, nullable: The address the request is asked of: it becomes a card in that key's inbox.
