# Sync a matter from an ELM / CMS

`POST /api/v1/matters/sync`

## Request

Upserts a Scope matter keyed on (tenant, external_matter_id). Re-syncing the same external id updates rather than duplicates. RBAC: matter.create.

## Other responses

- `201`: Matter created.
- `400`: Missing required fields.
- `401`: Missing or invalid access token.
- `403`: The caller is not authorized: the caller's role does not grant the required capability, the partner token lacks the required scope, or the partner is not authorized to act for this firm.
- `429`: Per-tenant rate limit exceeded.
