Comprehensive pipeline freshness watchdog (checks defined in api/freshness_slos.py).

Output-level SLOs across ingest, nightly enrichment, and serving caches, plus
liveness (each lane logged a recent success in pipeline_runs). Returns 200 when
all green, 503 when any check is breached.

Heavier than /health/cache (some checks scan papers) — intended for the daily
pipeline_health.py job and ad-hoc inspection, not high-frequency uptime pings.
