File contents, base64-encoded

- ComputerFileRead: One file read out of a Computer.
  - `exists` boolean, required
  - `content_b64` string, required: Base64-encoded contents. Empty when `exists` is false.
  - `size` string, required: Size in bytes, as a string.

## Other responses

- `400`: Missing `path` query parameter
- `404`: Not found
- `409`: The Computer is not RUNNING
