  - `force_reassign` object: { to_staff_id } or { assignments: [{ booking_id, staff_id }] } when deactivating someone with future bookings
  - `shifts` object[]: Weekly shifts. Leave out to copy the home location opening hours, or Monday to Friday 09:00 to 17:00 when it has none
    - `weekday` integer, required
    - `week_index` integer: With cycle_weeks 2: 0 is Week A, 1 is Week B
    - `location_id` string, uuid
