`GET /api/admin/email/recipients`

All users still opted in for email. Returned shape feeds the recipient
picker on the Compose screen.

Optional `segment` narrows the audience. 'play_test_optin' returns only users
who consented to closed testing (joined to v2.play_test_optins) — this is how
the admin targets Email 2 (testing links) at exactly the opt-in list.
