0.244.0, the GRANTOR only, idempotent (the grantee agent gets 403 `resume_grantor_only`, "Tap Resume on the plan to start it again."). Lifts exactly the pauses `pause_all` made (never one made for another reason: a freeze, a key change). `{status: "active" | "partly_paused", resumed: [ids], still_paused: [ids]}`. Same optional `goal_id`.
