`GET /api/v1/mandates/{id}/reported_counts`

## Request

0.243.0, grantor and grantee, newest first. `metric_key` narrows; `limit` 1-200 (default 50). `{counts: [{id, mandate_id, metric_key, value, note, reported_at, reported_by}]}`.
