`GET /api/v1/goals/{id}`

## Request

0.245.0, the requester only (anyone else, and an unknown id, 404). `{id, status: waiting|planned|declined|expired, goal, deadline, mandate_id|null, created_at}`. `mandate_id` is the plan Salt filed for it; `declined` means the requester said Not now to that plan.
