`POST /interview/{magic_token}/questions/{question_id}/reveal`

Check I: reveal ONE question's text, in plan order.

404 unless INTERVIEW_QUESTION_GATING_ENABLED is on for this interview
(video template with a question plan). The first reveal is stamped and
kept: a refresh re-reveals the same question without moving the stamp,
so the reveal->record latency is measured from the first sight of it.
Requires the AIVIA consent, like the upload: the question is the start
of the recorded interview.
