Return the bench-tier classification for a (skills, seniority) slice.

Public endpoint — the /qualify confirmation page hits this server-side
immediately after submit to choose between the fast / standard /
sourcing email + page templates.

Cached for 5 minutes per (skills_normalized, seniority) — bench
volume rarely changes between two leads filling the form within a
short window.

## Query parameters

- `stack` string, required: Comma-separated skills, e.g. 'python,aws,fastapi'
- `seniority` string, nullable: One of: mid, senior, staff, lead. Anything else = 'any'.
