Flip the global outbound-send kill switch (founder + internal_admin).

Affects FUTURE imports only — existing pending leads stay pending until
explicitly activated via POST /leads/activate. This is intentional:
flipping the global flag should NOT be a one-click trapdoor that
drains 200 queued leads into Instantly at once.

- OutboundAutoSendToggleRequest: Founder-only flip of the global outbound kill switch.
  - `enabled` boolean, required
