Effective funnel flag states + registered scheduler jobs (cron-token guarded).

`scheduler_jobs` reflects whichever uvicorn worker answered this request
(each worker runs its own APScheduler). Every worker registers the same
job list from the same env, so this is all-or-nothing detection — it
catches OUTREACH_ENABLED=false (no jobs anywhere), not a single worker
whose scheduler died. `pid` tells repeated calls apart.
