R2 Wave 4 Epic 4.2. Moved off in-process APScheduler (it was a
Monday 09:00 CronTrigger with no lock, so it fired once per uvicorn
worker and starved whenever a Railway replica restarted over the
weekend — the 2026-08-18 enrollment failure mode). Driven by
.github/workflows/checkin-reminder-cron.yml.

Idempotent: a candidate who already received the reminder inside
REMINDER_DEDUPE_DAYS is skipped, so a hand re-run after a failed cron
run is safe.
