`GET /oauth/authorize`

Validate authorization-request params and bounce the browser to consent.

On invalid client_id or redirect_uri we 400 directly — we won't redirect
to an unverified URI. For other validation failures we redirect back to
the registered redirect_uri with ``error=...`` per OAuth 2.1 §4.1.2.1.
