Authoritative source for `pay_currency`. Read live from the NowPayments merchant account (cached 1h; falls back to a conservative static list when NP is unreachable, signalled by `source`). Agents MUST call this before POST /api/v1/orders and ask the user which stablecoin and network they hold — there is no safe default.
