`GET /api/portal/locations`

## Request

- Base URL: `https://api.riskcube.com` (the document declares no server; this is the origin it was published from)

- Auth: HTTP bearer

Insured locations (admin-uploaded) for the Climate Risk map — only rows
that geocoded successfully. Defensive: returns [] if the table doesn't
exist yet (pre-migration) rather than erroring.
