Record that a browser (consent_id) accepted the current policy version

## Request body

- ApiAcceptConsentRequest
  - `consent_id` string: consent_id minted by the portal's own server, not by this service.
  - `policy_version` string
  - `ip` string: Browser metadata captured by the trusted portal server on Vercel.
  - `user_agent` string

## Response `200`

A successful response.

  - `policy_version` string
