`GET /chat/human_requests/{uuid}`

Read a policy-filtered saved request and selected immutable original human text. MCP and Internal service calls require the exact signed get_human_request operation and origin/binding; authenticated WebUI user calls use request policy. Selected text is bounded to 64 KiB and reports any truncation explicitly; recipient clarification history is excluded.
