`GET /api/admin/compliance/access-log`

REW-955 admin query: `?rewardGrantId=` lists every coach read made under a prize grant, on every surface (portal, in-app coach view, Lucille bridge), allowed and denied. Also filters by `userId` (live account) or `subjectRef` (deleted account). One filter is required.
