`GET /draft-payments`

## Request

Get draft payments list sorted by creation time in descending order.

Draft Payment List

- DraftPaymentListResponse
  - `Items` object[], required
    - `Id` string, UUID, required: The ID of the draft payment.
    - `CreatedAt` string, date-time, required: Date time when the draft payment was created.
    - `Status` 'Awaiting' | 'Processed' | 'Approved' | 'Deleted', required: The status of the draft payment.
    - `RequestedExecutionDate` string, YYYY-MM-DD: The execution date the draft payment is requested.
    - `Title` string: Title of the draft payment.
  - `Links` object, required: Links relevant to the payload.
    - `Next` string, uri: Relative URI to the next page.

## Other responses

- `400`: Bad Request
- `403`: Forbidden
- `default`: Unexpected error
