# Finish API signup: trade the code for an account and API key

`POST /api/agents/signup/verify`

## Request

Step 2 of agent signup. Creates an account owned by the verified email and returns its first API key, shown once. Calling verify accepts the Terms of Service and Privacy Policy; the versions and time are recorded. Optionally binds an Ed25519 agent identity (agentId, publicKey, signature and timestamp together) and registers callbackUrl as a webhook; both are checked before the code is spent.

  - `email` string, email, required: Inbox that will own the account; the code is sent here.
  - `code` string, required: 6-digit code from the signup email.
  - `agentName` string: Optional display name.
  - `agentId` string: agent_ + first 16 hex of sha256(publicKey DER).
  - `publicKey` string: Base64 DER (SPKI) Ed25519 public key.
  - `signature` string: Base64 signature of timestamp:agentId:register_identity.
  - `timestamp` string, date-time: Signing time, at most 5 minutes old.
  - `callbackUrl` string, uri: https webhook for every account event.

Account created. Store apiKey now; send it as X-API-Key.

## Other responses

- `400`: Signup refused; branch on error_code.
- `403`: Signup refused; branch on error_code.
- `409`: Signup refused; branch on error_code.
- `429`: rate_limited: wait Retry-After seconds. Step 1 allows one code per inbox per minute.
- `503`: Signup refused; branch on error_code.
