Write cover text from a topic, without watching the video.

No quota, deliberately: this is a small text call, `/ai/carousel/outline` already sets the
precedent that text generation isn't charged, and the whole point of this route is to be
the path that doesn't cost a video analysis. The caption credit stays on
/ai/reel/generate, which is where the expensive part actually happens.
