Plans, expiry rules, and signup credits.

- Plans

  - `rules` object
  - `signup_credits` integer

## Other responses

- `400`: `unsupported_version` (do not retry): RecruitMCP-Version is not a supported version.
- `429`: `rate_limited` (retry): Too many requests from this network. Try again later.
