`POST /v1/internal/serving-artifact-freshness`

## Request

- Base URL: `https://api.racehooks.io`

- Auth: API key in header `X-Internal-Secret`

Detect a fleet serving stale model artifacts (published manifest != loaded manifest) and roll a new revision so instances reload. Skipped while live ingest is running. Requires X-Internal-Secret header. Internal use only (Cloud Scheduler).
