`GET /auth/account/settlement-history`

获取账号中心结算历史轻量 feed。

This first implementation serves the immutable ledger summary path used
after readiness confirms the ledger is complete for the requested range.

## Query parameters

- `start_date` string, nullable: 开始日期 (YYYY-MM-DD)
- `end_date` string, nullable: 结束日期 (YYYY-MM-DD)
- `scope` string: 账本范围
- `cursor` string, nullable: 下一页游标
- `page_size` integer: 每页数量
