Consolidated admin command center.

Gated to a single admin email (see `require_dashboard_admin` above).
Combines marketing surface (pending posts + outreach queue) and product
surface (users / briefs / visitors). On prod the marketing panels will be
sparse because docs/social-drafts/ and docs/marketing/tier*.md are
deploy-excluded by convention.
