Add paper cash to one of the caller's own desks ("buy more money").
amount $1,000..$1,000,000 (422 otherwise); 404 if not the caller's desk.

HONEST DEPOSIT: this adds capital, it does NOT rewrite P&L. See
db.deposit_to_account — starting_cash means total-capital-contributed, every
position's realized/unrealized P&L is untouched, and the desk_deposit event
below is the auditable money trail.
